Andrew Hurst Consulting was established in 2026, marking the culmination of over 27 years of public service. As a State of California employee, Andrew Hurst served the citizens of California in various capacities, first as an Integrated Waste Management Specialist for the California Integrated Waste Management Board, the precursor to the Department of Resources, Recycling, and Recovery (CalRecycle). He also spent several years supporting the California Environmental Protection Agency in implementing internal environmental programs at its headquarters in Sacramento. Not long after the inception of CalRecycle’s landmark Covered Electronic Waste Recycling Program, Andrew was selected to serve as a Supervising Environmental Scientist, leading a team of dedicated staff in implementing the Electronic Waste Recycling Act (Act) of 2003 (SB 20). In his time with CalRecycle, he managed staff responsible for all facets of the program.
Before his tenure with the State, Andrew worked for several local governments in solid waste and recycling programs, for a solid waste management company with numerous city franchises, a multinational paper and beverage container recycler, and a non-profit that provided youth development and recycling programs.
Andrew earned a Bachelor of Science from the University of California, Davis. He was born and raised in the farm community of Fowler, California, in the heart of California’s fertile San Joaquin Valley. He attributes his integrity and strong work ethic to the examples set by his mother and father. In addition, Andrew was mentored by Jeff Hunts, an environmental scientist, manager, an all-around wonderful person, who was initially tasked with implementing the state’s e-waste program. Jeff’s intellect, thoughtfulness, and care for the planet served as a guiding force in Andrew’s professional and personal development.
Andrew is eager to continue his efforts to protect human health and the environment by guiding the solid waste and recycling industries through the numerous requirements of the government agencies tasked with protecting California’s environment.
